Online Emissions Inventory Submittals

Abstract:
The Maricopa County Air Quality Department’s (MCAQD) goal is to improve the air of Maricopa County so customers, residents, and visitors can live, work, and play in a healthy environment. To better understand where air pollution in Maricopa County originates, permitted facilities are required to submit an emissions inventory report. In the past, each reporting facility would fill out paper forms and manually calculate emissions for every process at their facility. Facilities would submit these reports by mail and MCAQD staff would manually enter the data into our legacy database (Environmental Management Systems). For the 2019 emissions inventory, MCAQD transitioned from paper forms to online emissions inventory submittals. All of the 366 permitted facilities that were required to submit a 2019 emissions inventory successfully completed their submissions online. The online emissions inventory process led to more efficient and effective communication, drastically reduced the number of manual calculations performed by facility representatives, eliminated double-keying by MCAQD staff, and allowed MCAQD staff to implement additional quality assurance procedures for reviewing emissions inventory submissions. To successfully implement the online emissions inventory program, MCAQD had to develop new training materials and customer service strategies.
