Remittance System

San Bernardino County, CA
Program Year: 2019

The San Bernardino County Auditor-Controller/Treasurer/Tax Collector’s Office is responsible for the collection of secured and unsecured property taxes in a cost effective, prompt, and efficient manner. In October 2017, the Tax Collector and Information Technology Divisions collaborated on the implementation of a new customized Remittance System to replace the Tax Collector’s outdated image-based payment processing system, which could no longer support the Tax Collector’s automation demands required to keep up with the digital age. The robust Remittance System was designed to process thousands of daily tax payments to the Tax Collector, Central Collections, and Treasury Divisions. The Tax Collector and Information Technology Divisions tailored innovative technology for a custom fit. Rather than purchasing off-the-shelf software mass-produced for generic use, the Tax Collector customized the technology to support and enhance its existing business processes. This has allowed for real-time access to tax payment information, increased accuracy in bill displays, reduced manual workload in scanning payments, and quicker payment postings. These enhancements have helped enforce timely apportionment to the County’s taxing agencies, which provide key public services. From November 1, 2017, though February 25, 2019, the County processed approximately $3.2 billion in collections through the new Remittance System.
