Cashiering System

Abstract:
The San Bernardino County Auditor-Controller/Treasurer/Tax Collector’s Office collects approximately $3 billion in secured and unsecured property tax payments each year. Due to increasing property values and new construction, this amount continues to grow. Manual accounting capabilities have been swiftly outpaced by increasing bill amounts and expanding payment demands. In October 2018, the Tax Collector Division switched from a manual cashiering process to an intuitive, application-based Cashiering System custom built for detailed cashiering, reporting, and auditing processes. The Cashiering System streamlined business operations by providing cashiers with digital tools to better serve their customers. Since the system communicates with the Tax Collector’s remittance system and existing legacy Property Tax Collection mainframe database, all three systems inform each other with real-time updates. This enables cashiers to access current bill amounts and post payment pending flags immediately. Check images are instantly uploaded for better accountability and receipting. Transactions can be easily located, and customizable reporting utilities allow for cleaner tracking and reporting. This integrated end-to-end process fills in the gaps between Tax Collector’s various operations and allows the billing, collection, remittance, and cashiering functions to flow into each other seamlessly, preventing errors previously caused by delays in communicating billing corrections and payment postings.
